History
1986 The Chernobuyl accident occured.
IAEA proposed the safety guide as the treaty "Convention on Nuclear Safety "
ARTICLE 18. DESIGN AND CONSTRUCTION
Each Contracting Party shall take the appropriate steps to ensure that:
(i) the design and construction of a nuclear installation provides for several reliable
levels and methods of protection (defense in depth) against the release of radioactive
materials, with a view to preventing the occurrence of accidents and to mitigating their
radiological consequences should they occur.
1995 The Japanese government ratified the treaty.
1999 The disaster law and the disaster guide were made following the treaty.
Tokyo Electric Power Company (TEPCO) violated the treaty, the disaster law and safety
guide.
Ministry of Trade and Industry(MITI) approved the TEPCO's violation.
Nuclear Power Enginering Corporation(NUPEC) claimed to follow the treaty but the
NUPEC engineers were fired.
2011 The Fukushima NPP accident occured.
The newly built Nuclear Regulation Authority(NRA) is a group with poor safety
knowledge and poor nuclear regulating experience. NRA made wrong guides on
disaster and safety design to hide the violations and ordered all organizations including
media to hide the violation. The disaster guides allow EPZ 30km and increases the
number of anti-nuclear people. The safety design guide requires fantastic safety
features and increases the plant cost.
The Study Group on Nuclear Disaster(SGND) has been prosecuting and publishing the
violation since 2011.
Current moves
SGND asked the prime minister Abe and the minister of justice Mori to investigate the Fukushima accident last December. Mr. Kurokawa will be expected to be an investigater.
